Hold a box of cookies, but don't open it until the child makes a request in some way. Or react only when you get some vocalization from the child. At first, it is not necessary for the child to pronounce words and sentences correctly, but only to vocalize (produce a voice) or say something that resembles a word. What we want is for the child to learn to use his voice as a means of initiation and exploration.
